Winter Charm of Jilin · Parent-Child Getaway! A Trade Union Initiative for the "Ice and Snow Holiday" — Inviting You to Embark on a Winter Journey
Wintersweet blooms against the snow, and Jilin glows with winter splendor! To thoroughly implement the decisions and arrangements of the Provincial Party Committee and the Provincial Government on developing the ice and snow economy, and fully carry out the 2025 Jilin Provincial Special Work Plan for the "Ice and Snow Holiday" jointly issued by the Provincial Department of Culture and Tourism, the Provincial Department of Education, the Provincial Department of Human Resources and Social Security, and the Provincial Sports Bureau, we aim to turn the "Ice and Snow Holiday" from December 3rd to 7th into a wonderful opportunity for employees to share joy and explore the ice and snow world with their children. We hereby issue the following initiative to trade unions at all levels across the province, government organs, enterprises, institutions and the general employees:
1. Trade Unions Provide Targeted Support to Fulfill the Goal of "Benefiting the People through Ice and Snow"
Taking Jilin Province's "Million Employees on Ice and Snow" campaign as the starting point, we will carefully launch public welfare ice and snow training sessions for employees' children and exclusive parent-child ice and snow experience events, providing professional guidance and equipment support, so that employees and their children can learn ice and snow skills together and enjoy the fun of ice and snow. Trade unions at all levels should integrate high-quality resources, optimize activity guidelines and resource matching services, extend caring services relying on trade union service stations, and provide convenient guarantees such as rest areas, catering services and public toilets. We will ensure that the trade union's "family-like" services cover the entire process of ice and snow activities, injecting trade union-led strength into the popularization of ice and snow sports.
2. Flexibly Implement Vacation Policies to Safeguard the Right to "Parent-Child Companionship"
All government organs, enterprises and institutions should make overall plans for annual work, prioritize reserving ice and snow holiday windows at the beginning of the year for employees with children in compulsory education, and flexibly adopt the modes of "phased leave, staggered leave, reasonable compensatory leave and combination with holidays". For employees who cannot take leave in the current year due to special work tasks, cross-year compensatory leave must be arranged to ensure that employees have sufficient time to accompany their children in participating in ice and snow sports, scenic spot tours and research practice activities. Enterprises related to the ice and snow industry can leverage their industrial advantages to launch welfare programs for employees' children's ice and snow skills training, allowing parents and children to enhance family bonds through interaction and effectively improve family happiness.
3. Make Good Use of Beneficial Policies to Boost the Popularity of the "Ice and Snow Economy"
General employees should make reasonable work plans, cherish the "winter-exclusive" ice and snow holiday, take their children to the ice and snow world, strengthen their physical fitness through skiing and sliding, and temper their will through collaborative interaction, making parent-child time shine uniquely in the ice and snow. Meanwhile, you may wish to take your children to visit 85 museums, 17 art galleries and other public venues across the province, and participate in the themed activities of "Love Jilin, Welcome the Changchun Winter Universiade". While immersing yourselves in the charm of ice and snow culture, be proactive "promoters" of your hometown's ice and snow attractions, actively share the fun and participate in consumption, so that family joy and industrial development can mutually empower each other.
4. Strictly Adhere to the Safety Bottom Line to Guard the "Safe Ice and Snow" Time
Trade unions at all levels should strengthen safety publicity and guidance, and work with relevant units to build a solid safety guarantee line. General employees must earnestly fulfill their guardianship responsibilities, ensure children's cold protection, warmth retention and safety protection, strictly abide by safety regulations and stay away from dangerous areas. Guide children to participate in sports in a civilized manner, take good care of ice and snow facilities, protect the ecological environment, refrain from littering and damaging ice and snow landscapes, and strive to be practitioners of civilized travel. Enjoy the fun of ice and snow safely while strengthening physical fitness, and let safety and joy accompany the whole journey.

With policies as the sail and companionship as the oar, let us ignite the winter vitality of "Greater Jilin" with the ice and snow enthusiasm of "small families", contribute solid strength to promoting the high-quality development of the ice and snow economy, building a strong ice and snow province and welcoming the Changchun Winter Universiade, and make this ice and snow holiday "that does not take up summer or winter vacations" a warm memory shared by parents and children!
