Developing New Quality Productive Forces in Light of Local Conditions
A total of 11 national key laboratories have been newly built or reorganized, with 22 national-level and 182 ministerial-level innovation platforms in place. The Jilin-1 satellite constellation has expanded to 144 satellites, spawning an industrial cluster with over 1,000 upstream and downstream enterprises. The number of scientific and technological achievements commercialized in the province rose by 24%, and the transaction value of technology contracts surged by 35.1%. R&D investment by industrial enterprises above designated size increased by 14.2%, while the value-added of high-tech manufacturing grew by 13%.
Advancing All-Round Rural Revitalization
The total output value of agriculture, forestry, animal husbandry and fishery reached 317.28 billion yuan, up 4.6%. Total grain output hit 87.16 billion jin, ranking fourth nationwide, achieving growth in total output, yield per unit area and sown area. The premium effect of "Jilin-brand" products has become prominent: the output value of the whole ginseng industry chain rose by 30.5%, and mid-to-high-end Jilin rice accounted for over 40% of total sales. Per capita income of farmers increased by 1,207 yuan, and the income growth rate of farmers in poverty-alleviated areas outpaced the national average.
Deepening Reform and Opening-Up in an All-Round Way
The reform of government "three-capital" (funds, assets, resources) management has been implemented, revitalizing 110.87 billion yuan of inefficient and idle government assets. SOE reform has been further deepened, with state-owned capital gains reaching 10.72 billion yuan, up 65.9%; the operating revenue and profits of provincial enterprises rose by 6% and 60.7% respectively. Sixteen provincial government investment funds have been integrated into two funds for industry and sci-tech innovation, optimizing fund allocation and linking up with over 300 achievement transformation projects.
Spare No Effort to Ensure and Improve People's Livelihood
A total of 228,900 new urban jobs were created. The number of college graduates staying and working in the province exceeded 170,000. The minimum basic pension for urban and rural residents was raised by 20%. Renovation of 1,002 old residential communities started. A total of 1,246 kilometers of heating pipelines were newly built or renovated, and 984.6 kilometers of old gas pipelines were upgraded. Over 2,400 urban construction enclosures were rectified, with 18.695 million square meters of space opened up by removing enclosures and revealing greenery. The proportion of days with good air quality in prefecture-level and above cities reached 92.8%. A total of 1,272 kilometers of green water corridors were newly built or improved.
