Jilin Provincial Federation of Trade Unions Holds Special Meeting on Establishing and Practicing a Correct Understanding of Governance Performance

On April 29, the Enlarged Study Session of the Theoretical Learning Center Group of the Party Leadership Group of the Jilin Provincial Federation of Trade Unions (JPFU) and the Special Meeting on Establishing and Practicing a Correct Understanding of Governance Performance was convened. The meeting aimed to thoroughly study and implement General Secretary Xi Jinping’s important expositions on establishing and practicing a correct understanding of governance performance, continuing to further rectify formalism and reduce the burden on grassroots authorities, circulate typical cases for notification, deepen exchanges and discussions, and advance the high-quality development of trade union work through solid efforts and due responsibility.Bian Jing, Secretary of the Party Leadership Group and First Vice Chairperson of JPFU, presided over the meeting and delivered a concluding speech.

Prior to the meeting, members of the Theoretical Learning Center Group of the JPFU Party Leadership Group conducted self-study and wrote experience-sharing reports focusing on Selected Excerpts from General Secretary Xi Jinping’s Important Expositions on Rejecting Formalism and Bureaucracy, Provisions on Rectifying Formalism and Reducing Burden on Grassroots Authorities, and Positive and Negative Typical Cases on Establishing and Practicing a Correct Understanding of Governance Performance. During the meeting, participants read aloud and studied the Positive and Negative Typical Cases on Establishing and Practicing a Correct Understanding of Governance Performance, and were briefed on the Four Typical Cases Publicly Notified by the Special Working Mechanism Office of the Central Level for Rectifying Formalism and Reducing Burden on Grassroots Authorities and the General Office of the Central Commission for Discipline Inspection. Members of the Party Leadership Group conducted in-depth inspections and discussions based on their respective areas of responsibility.
The meeting emphasized the need to raise political standing and recognize the severe harms of deviations in the understanding of governance performance from the ideological root. It is essential to deeply comprehend General Secretary Xi Jinping’s important expositions on establishing and practicing a correct understanding of governance performance, take typical cases as a mirror, consciously calibrate ideological deviations and rectify work style issues, and always proceed from the realities of grassroots authorities and the needs of workers. Efforts should be made to ensure that work arrangements are practical, work implementation is solid and effective, and work outcomes are recognized by workers.
The meeting required that we must draw inferences from one instance and address prominent issues with the resolve of turning the blade inward. We need to standardize work processes, strictly abide by bottom lines and red lines, improve management and control mechanisms, regulate the issuance of documents and holding of meetings, avoid empty formalism and mechanical copying, reduce burdens on grassroots authorities, and concentrate on doing practical things for workers. We should consolidate the main responsibility, conduct comprehensive investigations and rectifications, and launch a special campaign to investigate the "Four Work Styles" issues across the provincial trade union system. Focusing on business chains, we should dig deep into hidden problems, implement self-inspection responsibilities, and ensure full coverage of investigations and rectifications without blind spots. We must adhere to systematic governance, establish long-term mechanisms, improve systems such as daily supervision and dynamic investigation, standardize fund and resource allocation, resolutely prevent the recurrence of various problems, and continuously consolidate and expand the effectiveness of rectification.
The meeting stressed the need to strengthen mission responsibility and establish and practice a correct understanding of governance performance with a pragmatic work style. We should firmly establish a correct understanding of governance performance by deeply engaging with grassroots frontlines, implement the "one-third" work method, and regularly promote trade union cadres to sink into industrial frontlines, enterprise workshops, and grassroots stations. This ensures that all trade union policies and inclusive measures align with grassroots realities, effectively reducing burdens and empowering grassroots. We should practice a correct understanding of governance performance in serving workers, improve the mechanism for responding to demands, focus on groups such as industrial workers and workers in new forms of employment, and precisely implement livelihood measures such as difficulty assistance, inclusive services, and mutual aid guarantees, testing the quality of governance performance with worker satisfaction. We must uphold a correct understanding of governance performance in pursuing long-term development, adhere to the governance orientation of sustained efforts and solid work for industrial prosperity, coordinate and implement key current tasks, and integrally plan the long-term layout of trade union ideological guidance, quality improvement, merit-making, rights protection, and team building, promoting innovative development of provincial trade union work with sustainable development achievements and normalized governance effectiveness.
